Most fishers live onboard their vessels, with their living space and
facilities varying depending on the size of the vessel. The limited crew size
on smaller tuna longline fishing boats often leads to tighter work schedules
and shifts, resulting in high labor intensity and extended working hours
over short periods. Consolidating smaller vessels and continuing to
implement a vessel decommissioning and fleet reduction program is
recommended. Based on interviews with Indonesian fisher Muhamad, who
worked on a Korean fishing vessel while he lived on the boat at sea, his
employer provided onshore accommodations in hotels whenever the vessel
docked for more than two days.
It is advisable to separate living spaces from workspaces wherever
feasible within an affordable range to improve living conditions. When
fishing vessels are docked, plans should be made to provide fishers with
onshore living facilities, allowing them to experience a change in their
lifestyle rather than remaining confined to the vessel.
(5) Improve medical services and safety measures and
conduct safety investigations and statistics on work-related
incidents in fisheries
From February 12 to 16, 2024, the ILO and the International Maritime
Organization (IMO) held a joint meeting in Geneva, Switzerland, to
establish new medical examination standards for fishers worldwide.
Representatives from member States, vessel owners, fishers, and nongovernmental organizations participated to discuss these standards, aiming
to improve fisher health and safety and reduce accidents and fatalities in
the fisheries sector. 105
This new guideline references relevant international legal instruments and provides
guidance for government-recognized agencies conducting physical examinations. It specifies
standards for vision and body temperature, physical fitness requirements, medication health
standards, common illness conditions, medical examination record formats, and certificates.
