verification. 83 In 2023, 242 FOC fishing vessels submitted crew
employment rosters as required.
2. Strengthening Taiwan’s Port State Control (PSC) System:
a. In 2022, amended government directives prohibited foreign
fishing vessels involved in forced labor or human trafficking from
entering Taiwanese ports.84 In 2023, 103 foreign fishing vessels
entered Taiwanese ports, including 76 FOC vessels, all of which
complied with the revised entry conditions.
b. Labor and occupational safety inspections on foreign fishing
vessels entering Taiwanese ports were implemented, with results
shared with flag States. Identified deficiencies were required to be
rectified by vessel operators and verified by relevant authorities.
The goal is to inspect at least 15% of such vessels annually. In
2022, seven FOC fishing vessels were inspected. In 2023, 17 FOC
vessels were inspected through joint operations, covering 22.4%
of port-entering FOC vessels. A total of 127 crew members from
these vessels were interviewed.
(6) Establishing and deepening international cooperation
1. Improving crew training and protections: Continuing collaboration with
source countries to establish mechanisms for the selection and training
of foreign crew members. On December 16, 2022, the TSSFA signed a
labor agreement with SPPI that covered crew training, selection, and
complaint handling.
2. Strengthening internal communication: Engaging in discussions with
market countries on crew labor issues, including a visit to the US
Department of Labor on September 2, 2022, to report progress in
advancing fisheries-related human rights.
