CHAPTER 2 The Commission is very impressed that the states of Pahang, Kelantan, Pulau Pinang, Negeri Sembilan, Melaka, Wilayah Persekutuan Kuala Lumpur and Putrajaya, and Perlis carried out a retraining workshop for their teachers-in-charge. The purpose of the workshop was to train trainers on the implementation of the HRBPS programme, and it was attended by the teachers-in-charge from each of the states above. The Commission takes note that Pulau Pinang is the only state that made a special request to include 11 State Religious Islamic Schools in the implementation of the HRBPS programme. However, due to budget constraints the Commission was not able to visit these schools this year. For the first time since its inception in 2009, the HRBPS programme had a national competition with the cooperation of the Daily School Management Division. One of the aims of the competition was to create greater awareness on human rights and child rights among the stakeholders, and to give the children a chance to participate fully in the programme. The Commission hopes that the competition will lead to the development of new policies and regulatory changes with regard to the rights of children to education, child protection, and child participation. The Commission also hopes that the children will practise their rights with responsibility and respect.
