(RPS) have been assisted by the CHR, with 564 victims.

VIII. Gender-Related Complaints
The CHR was designated as a Gender Ombud in 2009. As such, it is the task of the
Commission to help attain equal opportunity for all gender in the country while recognizing
the women sector as active and dynamic agents of development. A component of this task is
to ensure that gender equality has to be a fundamental principle and practice replicated most
of all in government’s development policies and standards. The Commission released in 2016
the CHR Gender Ombud Guidelines Promoting Gender Equality and Women’s Empowerment
Under the MCW (RA 9710) And Related Laws wherein it emphasized that “the Magna Carta
of Women, passed in 2009, has since designated the Commission as the Gender and
Development Ombud. The law sets out its specific mandates for the Commission which the
Commission must faithfully and fully implement: among them, promoting and protecting
women’s rights through creative approaches in education while honing investigation of rights
violations committed by persons not only from the public but equally from the private sectors.”
In line with its role, CHR has been diligently disaggregating its collected data and taking note
of incidences involving women not only to monitor but also to ensure that they receive proper
assistance. In relation to this, about 812 requests for protection services were recognized and
accommodated by the CHR affecting 938 victims in 2021. The numbers are made up of mixed
gender wherein 20 were male and 918 or 97.87% were female.
IX. Resolution of Cases
Resolving HRV cases is the paramount objective in providing services to CHR’s clients.
Helping settle the cases thru Alternative Dispute Resolution is a measure to offer alternative
and/or provisional options and remedies based on appropriate and available policy and
procedure especially when an early and immediate solution is not possible. While the
Commission does not have the power of prosecution, investigating and counseling the clients
towards case resolution has been a mechanism to proactively institute and adopt a human
rights strategy. For the year, the Commission resolved a total of 2,416 cases of which 486 were
resolved for filing and monitoring in appropriate courts or agencies for prosecution and/or
administrative action; there were 929 cases that were dismissed/closed/terminated because
of lack of interest of the complainants to pursue the case.
