III. Complaints Evaluated for Investigation by Rights With its core function to “conduct investigations on human rights violations against marginalized and vulnerable sectors of the society, involving civil and political rights, the Commission continued to uphold Article 3 of the Constitution which states: “We have the right to life, liberty, security and property. We have the right to a transparent, credible, competent and impartial justice system, free from influence and corruption, where wrongs are redressed and justice is dispensed fairly, speedily and equitably.” A. Violation of Civil Rights For 2021, the CHR has investigated a total of 1,415 Civil Rights Violations. Part of these, 643 were recorded the highest about “right to life” or 45.44% of the total. Violation of Economic, Socio-Cultural, Economic Rights (ESCR) On specific rights violated under ESCR, the Commission investigated 158 cases. The total number of cases included 27. 22% or ¼ of incidence size pertaining to right to protection and special assistance of children. 11
