Number of Alleged Victims and Respondents for Investigation The CHR is an independent constitutional office with the primary function of investigating all forms of human rights violations involving civil and political rights in the Philippines. Consistent with its Constitutional power, the CHR performed its primary function of investigating all forms of human rights violations involving civil and political rights in the Philippines. While the CHR recorded a total of 2,764 alleged respondents, Table 3 shows that 48.72% or 1,760 out of the 3,612 of the total victims/complainants were male. The Commission has renewed its designation and commitment to gender development and equality by ensuring that all rights are being protected, including women. While partial of the total number of alleged respondents were women, the Commission saw to it that they received support and that their cases were properly and duly investigated.
