Media reported that a mother of 04 children was gang raped due to casting her vote according to her
own wish in Shubarnachar, Noakhali. NHRCB Probe Committee also found that the lady was raped
and grave human rights violation occurred in that incidence. NHRCB wrote to Ministry of Home
Affairs for taking action against the perpetrators. In Faridpur on election day looting and attack on
minority communities had also been reported and NHRCB sent letter to Deputy Commissioner of
Faridpur to take necessary measure and inform the Commission about the steps taken. NHRC is on
the opinion that law and order situation and level playing field must be established and maintained
before any election is held.
2.8 Rights of Marginalized Communities
NHRCB appreciates government initiatives to mainstream the marginalized communities including
persons with disabilities, hijra, dalit and others communities to the society. Commission lauds
government’s commitment to provide voting rights to hijra population. Some positive steps by
government can be mentioned: Sylhet Metropolitan Police (SMP) presented eight food vans to 24
transgender people as part of a move to welcome the often persecuted hijra community into
mainstream society.8 In 2018 national election, the Election Commission added the "Hijra" in the
gender identity section of voter's list as a mark of recognition to their right as the citizens of the
country.9
NHRCB also lauds Hon’ble Prime Minister Sheikh Hasina for her commitment to preparing a
policy to ensure government jobs are available for underprivileged people, members of ethnic
groups, and people with disabilities.10 However, some violence against ethnic minorities held in
2018 making the Commission feel concern. In February 2018, two Marma Girls in Rangamati were
sexually assaulted by members of Ansar. In August 2018, 06 people killed in khagrachori by some
miscreants. NHRCB urges government to strengthen law and order situation in CHT areas to
provide security to the ethnic minority people.
