In addition, many videos related to educating citizens on their rights under quarantine have been issued. c. Continuous pressure or follow-up with government including referencing existing recommendations ICHR issued a press statement expressing deep concern over the humanitarian situation in the State of Palestine during the (Covid-19) crisis, stressing the need to adhere to the provisions of Article 111 of the Palestinian Law, which provides that “It is not allowed to impose restrictions on fundamental rights and freedoms when declaring a state of emergency except to the extent necessary to fulfill the purpose stated in the decree declaring the state of emergency". ICHR addressed the executive authority, stressing the need to fully implement the precautionary measures in place by the health authorities to face the repercussions of the Coronavirus crisis, especially its impact on the most vulnerable groups, including inmates, detainees, women, people with disabilities and children. d. Communication with the Prime Minister In the same context, the Prime Minister communicated with ICHR Chairperson and affirmed the government's commitment to respect human rights and that it will not impose any restrictions except to the extent necessary to fulfill the purpose stated in the decree declaring the state of emergency. This procedure taken by ICHR is extremely important, which confirms the importance that states of emergency shall be proportional to the gravity of the emergency situation, to be declared in the required manner and to be time-bound. However, they shall not be considered as situations in which the enjoyment of rights may be limited. 7
