The situation for vulnerable groups In the State of Qatar the COVID-19 pandemic brought forward enormous challenges and issues on several levels, the most important of which is the issue of protection of human rights in light of the crises at hand. This crisis negatively affected all groups and in particular the most vulnerable groups, including women, children, people with disabilities and the elderly, increasing the burden of care and support that these groups need including health care services and other psychological or physical related aspects. b. Continuous monitoring In fulfillment of its humanitarian duty and in light of its legal responsibility and terms of reference, the National Human Rights Committee (NHRC) has monitored the preventative measures taken by the State of Qatar in response to the outbreak of the COVID-19, in order to ensure its compatibility with international human rights standards. Efforts made by the NHRC include: A. Launching Hotline service to provide legal advice and ensure the provision of integrated and continuous services under the preventive measures. The hotline operates in several languages, including Arabic, English, Urdu, Filipino, Swahili. B. Communicating with government bodies to address the challenges that have arisen due to this pandemic, including the president of the Supreme Council of the judiciary to inquire about the measures taken to ensure the right to litigate as well as the Minister of Development, Administrative, Labor and Social Affairs regarding measures taken by the Ministry to protect the most vulnerable groups during this crisis. C. The NHRC also issued a statement on April 06, 2020 on the response measures to the outbreak of COVID-19, through which it expressed the importance of concerted efforts of the Government and all segments of society to accord 12
