Villagers Killed and Injured during Police Firing in Nandigram, West Bengal (Case No. 725/25/12/2007-2008) 4.224 The State Government of West Bengal vide its communication dated 6 May 2008 expressed its inability to accept the remaining three recommendations concerning inviting of fresh applications, enhanced compensation for damaged houses and monetary relief for the next of kin of those who were killed after 15 March 2007. The NHRC vide proceedings dated 21 July 2008 directed that the Chief Secretary, Government of West Bengal should tender explanation for non-compliance of the above three recommendations made by it and again instructed the State Government that the same be complied with. There being no response from the State Government, the NHRC on 28 January 2009 directed that a final reminder be issued to the Chief Secretary, Government of West Bengal to take action on its earlier communication dated 19 August 2008 within a time-frame of six weeks. 4.225 In response, the Special Secretary, Home Department submitted that the remaining three recommendations were under active consideration of the State Government and that the State would take some more time to reach a consensus about the implementation of its decision. Accordingly, as per request made by the State, an additional time of one month was granted to it by the Commission. 24. Severe Injuries Caused to Subham Das (Four Years) by 12-Bore Gun of Security Guard of North Searsole Colliery in West Bengal (Case No. 589/25/2002-2003) 4.226 The NHRC had recommended to the Ministry of Coal and Mines, Government of India to deposit an amount of Rs. 10,00,000 in the name of victim Subham Das under the guardianship of his father in a nationalized bank. In compliance of the directions given by the NHRC, the amount was deposited in the State Bank of India (SBI), Asansol. Later, an amount of Rs.75, 000 was released for treatment of the child. The father of the victim boy, Shri Surjit Das, informed the NHRC that Rs.16,210 had been spent on the treatment of his child. The Commission directed that the balance amount be deposited in the Savings Account of the nationalized bank for further utilization on the treatment of the victim boy. 25. Discovery of Half-Burnt Foetuses from a Well in Pataudi Town, Gurgaon, Haryana (Case No.795/7/5/2007-2008) 4.227 Pursuant to the directions given by the NHRC, the Director General Health Services, Government of Haryana submitted an exhaustive report. The report detailed out the various steps taken by the State Government to check such malpractices in the State. During the various raids conducted in the State, 104 unauthorized ultrasound machines were seized and registrations of 176 centres were suspended.
