Illegal Detention and Torture by CRPF Personnel in Thinguchingjin, Manipur (Case No.38/14/1999-2000-AF) 4.212 The NHRC had recommended to the Union Ministry of Home Affairs, Government of India to pay an amount of Rs. 10,000 each to the six victims for the injuries caused to them by the CRPF personnel. The directions of the Commission have been complied with and the case closed. 19. Abduction and Killing of Three Civilians, Mohammed Khadam, Mohammed Rayaz and Mohammed Rashid by Army Personnel in Poonch, Jammu & Kashmir (Case No.179/9/2002-2003-AD) 4.213 The Commission in this case recommended to the Government of India to pay Rs. 2, 00,000 each as monetary relief to the next of kin of the three deceased. The Ministry of Defence, Government of India has agreed to pay the monetary relief. The proof of payment from the Government of India is awaited by the NHRC. 20. Killing of Ranjen Singh during Firing by Security Forces at Indo-Bangla Border, Malda, West Bengal (Case No.128/25/1998-1999-AD) 4.214 The NHRC in the said case recommended to the Ministry of Home Affairs, Government of India to pay Rs. 3, 00,000 to the next of kin of the deceased Ranjen Singh. The directions of the Commission have been complied with. The case has hence been closed. 21. Violence Against Christians in Kandhamal District, Orissa (Case No.825/18/26/200720-08 Linked File 923/18/26/2007-2008) 4.215 The case relates to violence that broke out in Kandhamal District of Orissa on 24 and 25 December 2007 few churches and Christian institutions were destroyed and several houses and other properties were damaged during the violence that erupted. 4.216 Pursuant to the directions of the Commission, the Director General (Investigation), NHRC and the Inspector General of Police, Orissa, submitted a report and also forwarded the enquiry report of the High Level Committee set up by the Government to look into various aspects of the incident. The Committee concluded that the incidents were part of a sudden flare-up of communal passions and that the attacks were not part of a planned effort by anti-social and fundamentalist elements to disturb communal peace. The report also stated that a sum of Rs. 2, 00,000 each was provided to all the riot-affected institutions. Ex-gratia payment of Rs. 20,000 and Rs.50, 000 respectively was also paid to the owners of partially and fully-damaged houses. The report and findings of NHRC’s investigation team was more or less on the same lines as those of the High Level Committee. 4.217 After considering the report of the High Level Committee and the report of the investigating team vide its proceedings dated 14 May 2008, the Commission directed the Director General of Police, Orissa, to report whether any person died or sustained injury in the incidents 63
