A major issue in Samoa is the lack of a consistent and clean water supply, particularly in rural areas.63 Recommendation 28: That the Samoan Government provide adequate and sustainable funding for the implementation of the Water for Life Sector Plan 2012-2016 and the National Sanitation Policy 2010 within the national budget. 3.6 Freedom of Religion 35. Restrictions on freedom of religion occur64 despite strong constitutional protections65. A prevailing attitude is that freedom of religion should be restricted to a choice between Christian denominations66. A 2010 Government Commission of Inquiry67 (COI) made clear that religious freedom belongs to the individual and not specific religion and any limitations would be undemocratic.
