Water and Personal Hygiene Since water is an essential need of human beings, it must be available to every PDL whenever he or she needs it. 44 Just like in the case of food, most police stations are not able to provide potable water to their detainees. 45 Detainees with no relatives or visitors drink water from the faucet in toilets. An exception is SPD-DSHQ which provides hot and cold mineral water in a dispenser readily accessible to detainees. As regards water for general use, only few police lock-up cells do not have continuous supply of water. 46 Moreover, personal hygiene items such as toiletries are essential to maintain personal cleanliness and proper hygiene compatible with a detainee’s self-respect. 47 Thus, appropriate facilities and basic hygiene needs should be provided to detainees 48 if they could not provide for themselves. Unfortunately, most police stations do not provide toiletries 49 to detainees due to budget constraints.
