He has appealed to the Stale Governments to carry out the necessary amendments at tie earliest. 7.16 The Ministry of ftrsonnel, Public Grievances 8c Pension amended the Central Services (Conduct) Rules, 964, on 4 October 1999 and the All India Services (Conduct) Rules, 1968, on 1 February 20^0. According to the amended rule, 'No Government servant/member of the Service shall anploy to work any child below the age of 14 years'. The States of Andhra Pradesh, Assam, iloa, Himachal Pradesh, Jammu & Kashmir, Karnataka, Maharashtra, Madbya Pradesh, vlizoram, Sikkim, Tripura, Tamil Nadu and West Bengal have also amended the Civil Services (Conduct) Rules concerning their employees. The States of Arunachal Pradesh, Bihar, Gi jarat, Haryana, Kerala, Meghaiaya, Orissa, Punjab and Uttar Pradesh have informed the Conmission that they are still in the piXKess of considering the recommendations of the Commission to amend the Rules. The States of Manipur, Nagaland and Rajasthan are yet to responc to the Commission's letters written to them in this regard. 7.17 The Comnission is committed to pursuing this matter to a satisfactory conclusion. 63
