Article 6. The state power in Turkmenistan shall be divided into the legislative, executive
and judicial authorities; they shall act independently, balancing each other.

Article 7. Local self-government shall be recognized and guaranteed in Turkmenistan. Local
self-government shall be independent within the limits of its powers. Local self-government
bodies shall not be included in the system of state authorities.
Article 8. The rule of law shall be established in Turkmenistan.
Law and constitutional system shall bind the state and all its authorities and officials.
The Constitution of Turkmenistan shall be the Basic Law of the state. The norms and
provisions thereof shall have direct effect. Laws and other legal acts that contradict the
Constitution shall have no legal force.
Normative legal acts shall be published in the state mass media or shall be brought to the
public in another way stipulated by law.
Normative legal acts affecting human and civil rights and freedoms that have not been
brought to public attention shall be invalid from the time of their adoption.
Article 9. Turkmenistan, being a full-fledged subject of the world community, shall adhere in
its foreign policy to the principles of permanent neutrality, non-interference in the internal
affairs of other countries, non-use of force and participation in military blocs and alliances,
promotion of peaceful, friendly and mutually beneficial relations with the countries of the
region and all states of the world.
Turkmenistan shall recognize the priority of generally recognized norms of international law.
Article 10. Turkmenistan shall have its own citizenship. Citizenship shall be acquired,
maintained and terminated in accordance with the law.
The citizenship of another state shall not be recognized for a citizen of Turkmenistan.
No one can be deprived of citizenship or the right to change citizenship. A citizen of
Turkmenistan may not be extradited to another state, expelled from Turkmenistan or
restricted in the right to return to his homeland.
Citizens of Turkmenistan shall be guaranteed the protection and patronage of the state both
on the territory of Turkmenistan and abroad.
