Article 70. The President of Turkmenistan shall be directly elected by the people of
Turkmenistan for a term of seven years and shall take office from the date he takes the oath.
Law shall determine the procedure for electing the President of Turkmenistan and taking
office.
Article 71. The President of Turkmenistan shall:
1) implement the Constitution and laws;
2) manage the implementation of foreign policy, represent Turkmenistan in relations with
other states, negotiate and sign international treaties, appoint and recall ambassadors and
other diplomatic representatives of Turkmenistan in foreign states, at interstate and
international organizations, accept credentials and letters of recall of diplomatic
representatives of foreign states;
3) form the Office of the President of Turkmenistan;
4) be the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan, give orders
on general or partial mobilization, bringing into combat readiness and use of the Armed
Forces;
5) approve the military doctrine of Turkmenistan;
6) appoint and dismiss the high command of the Armed Forces, other troops and military
formations of Turkmenistan;
7) form and preside over the State Security Council of Turkmenistan;
8) approve the main directions of the domestic and foreign policy of the state and
programmes of political, economic, social and cultural development of the country;
9) submit the State budget of Turkmenistan and a report on its execution for consideration
and approval by the Milli Gengesh of Turkmenistan;
10) sign laws, in case of disagreement, shall have the right to return the law with his
objections to the Mejlis for reconsideration and voting no later than within two weeks,
using the right of a suspensive veto. This law shall be re-examined by the Mejlis and the
Halk Maslahaty in accordance with the procedure established by the Constitution. If the
re-examined law was confirmed in the previous version by a majority of at least twothirds of the total number of members of the Halk Maslahaty and deputies of the Mejlis,
the President of Turkmenistan shall sign this law. The President of Turkmenistan shall
not have the right of a suspensive veto over constitutional laws on the adoption of the
Constitution, amendments and additions therein;
