Everyone shall be obliged to protect nature, take care of the environment and natural resources. Article 54. Citizens shall have the right to social security by age, in case of illness, disability, loss of breadwinner, unemployment and other legal grounds. Young families, large families, children who have lost their parents, veterans and persons who have lost their health while protecting state or public interests shall be provided with additional support and benefits from state and public funds. Article 55. Everyone shall have the right to education. General secondary education shall be mandatory; everyone shall have the right to receive it in state educational institutions for free. The State shall ensure that vocational education is accessible to everyone in accordance with their abilities. The implementation of paid educational activities shall be allowed on the grounds and in the manner prescribed by law. Mandatory state educational standards shall be established for all educational institutions. Article 56. Everyone shall have the right to participate in cultural life, freedom of artistic, scientific and technical creativity. Law shall protect copyright and human interests in scientific, technical creativity, as well as artistic, literary and cultural activities. The state shall promote the development of science, culture, art, folk art, sports and tourism. Article 57. Every person residing or temporarily staying on the territory of Turkmenistan shall be obliged to comply with the Constitution and laws of Turkmenistan, respect national traditions, historical, cultural and natural heritage. Article 58. The protection of Turkmenistan shall be a sacred duty of every citizen. Universal military duty shall have been established for male citizens of Turkmenistan. Article 59. Everyone shall be obliged to pay taxes and make other payments in the manner and amounts established by law. Article 60. Everyone shall be guaranteed judicial protection of honour and dignity, as well as the rights and freedoms provided for by the Constitution and laws. Everyone shall have the right to appeal to the court against decisions and actions of state authorities, public associations, local self-government bodies and officials.
