course a week long actual training on IHL
investigation which includes actual case studies
on the preservation of the crime scene. Chief
Supt. Fajura explained that this is very important
because the PNP would be able to gather
material evidence and identifu the persons liable
for the criminal acts committed and not just rely
on testimonial evidences from witnesses, which
are very difficult to gather because of fear and
security considerations. He added that this would
enhance the capability of the PNP to build-up
and file cases especially against non-state actors
who are more difficult to identifu relative to state
actors. The PNP has coordinated with the AFP
for joint trainings on the said course.

HR-IHL. He said this was triggered by General
