The second objective is to come out with recom mendations in pursuing effective measures to address challenges. The third is to fulflll the recommendations of the First National Summit to create a National Action Plan for IHL Just to review the First IHL National Summit The communiqud of that summit speciflcally makes five calls although there were many recommendations. entertaining, and processing complaints of IHL violations. And ihird was for civil society to continue to play an important role of a neutral impartial civil society in the promotion of respect and implementation of IHL in the Philippines. Civil society groups who are here also spoke and showed their work in this. We already gave an update earlier. Since the first summit three years ago, we have seen the passage of the Philippine IHL Law or RA 9851 in 2009. Another update was the Senate ratification of Philippines Rome Statute of the lnternational Criminal Court in August which came into force in 2011. \lVe also have a National Action Plan on United Nation's Resolution 1325 or women involved in armed conflicts.
