We are now determining if we are successful in this.
It is mainstream to the Cafgus and we would like
their graduation from the MNSA. We have also
undeftaken a lot of efforts jointly with CS0s and
to evaluate this up to the end of the year and go
back to the ICRC and CPHMC io hit other areas. We

This is mainstreaming what we are able to do on
a collective effort, with the common goal of having
advocacy for IHL Aside from thal we have a lot of

Another aspect is our publications. We borrowed two
booklets from CSI IHL These were probably prepared
by our main speaker this morning Prof Roque. This
is the Primer on IHL which is placed in the Philippine
context and Republic Act 9851, which is also based
on what a soldier like me would experience on a
day to day basis. The purpose is not to simply comply
with provisions of RA 9851 or with lHl- but for me
to know why I have to comply, why I am mandated
to do il because I am a state actor and I have state
responsibility. What the non-state actor does in
violation of this is not to supposed to be a reason
for me to violate the same, and that is what we are
imparting to our soldiers. And because these other
publications are our essentials for our commanders.
This is to tell the commanders what are their
responsibilities and what they have to undertake as
far as the law of armed conflict or IHL is all about This
is more for the individual soldiel the code of conduct
of the combatant We had the help of the ICRC and
the back part of it was the first aid. And this is more
or less a water resistant booklet so that if you put it in
your pockef and you get rained over by the monsoon
rains then it will not be destroyed that easily. There is
a new 2012 version of this and we are still waiting for
the 3000 copies that you're going to give
us.
We also have appropriate forums where we impart
what IHL is all about We have senior leadership
courses or senior leaders conferences, the council
of
sergeant majors, the major service command
conferences, company commanders forum, battalion
commanders forum and even in the symposia that
the MNSA has, the masters in National Security
Administration that is being undertaken in NDCP.

made a commitment and that is what l'm scared
aboul that we may lose on this commitment that we
are always giving, pronouncing and we are not be
able to undertake what we are pronouncing. What
we included in the package is a magazine from
ICRC which is putting words into actions wherein we
undertake what we are saying, or practice what we
preach and preach what we are practicing.
We have taken another big leap with our other efforts
in IHL lt was a little sidelined; this is integrating the
law project We had a project with ICRC which is a
part of our instructional flle. This is integrating the law
in military operations. This started in 2009 and early
this year we tried to enhance it by having a similar
activity in Mindanao and in Visayas. We were able to
undertake this and to make sure that the integration
cycle of the lnternational Humanitarian Law, what
was being prescribed by IHL itself and ICRC This
is the cycle on doctrine, education, training and
equipment and sanctions. We feel that it is important
because the cycle in itself is the very essence of what
IHL is able to do.
On a fun note as far as IHL is concerned is the
celebration of the IHL month. Last August we had
a fun run, the soldiers ran and we were on the
stage having fun. But the point is, it is to make IHL
something that can be viewed not as a constraint
but something that is not hard for a soldier like me
or soldiers like them to accept lt is very simple. lf
you look at IHL it is simply distinction, proportionality
and limitation. lf you talk about RA No. 9851 its just
Chapter 3, Section 4, Number 2, because thats the
situation of non-international armed conflict and
the succeeding paragraphs after that, A-L I think. lfs
