Accord i n g to the FAB the Annexes should be finished by the end of the year, because we're nearing the end of the year, we hope that they will finish all the annexes by the end of the year. They had one round in November lnternational Humanitarian Law in the Security Sector Brig. General Domingo Tutaan Jr. (AFP Human Rights Office) and so this is the second round of negotiations. Hopefully everything comes through, We also hope that in the soonest possible time, the President comes out with an executive order containing the Transition Commission which will convert all that is contained in the FAB and in the annexes into a basic law so that it can be ready for submission to Congress as soon as it convenes. That is the basic feature of FAB. r :'! -! I was tasked to talk about the impact of IHL on the security sector particularly on the Armed Forces of the Philippines. Allow me to give some insights on the matter. lHl- most especially the fundamental principles of distinction, proportiona ity a nd im itation I I has been an integral part of the Armed Forces of the Philippines in many aspects. To name a few, and major aspects, the education and training of the individual soldier. This is brought about by a long existing Memorandum Order 259 series of 1995, that prescribes the mandatory inclusion of HR and IHL modules and instructional packages in all courses of the AFP and makes the successful completion of these courses as a prerequisite for promotion, designation and reassignment an output of that summit that we had in 2009. This graduated curricula and program of instructions are now being revised. This is paft of the plan of action that was presented during the Second National Educators Congress for Further on education and in training is a graduated Human Rights Education in July of 2011 in Tagaytay, curricular of HR IHL for the miliiary. This was undertaken in 2 series; one was in 1995 as an off shoot of M0 259 wherein the sectors led by the CHR and the AFP came up with the first graduated curricula on HR and IHL education for the military. ln 2011, as an off shoot of the First National IHL Summil the second graduated curricula on its validation edition came out with this graduated curricula on HR and IHL for the military. This was undertaken by CHR and all AFP education and training units with the help and guidance of the lnternational Committee on the Red Cross in coming out with this. I am saying it is the off shoot of the First National IHL Summit because this is the seal that was used during that summit and I would say that it was part of it and wherein the AFP looked into it as a matter of revising the program of instruction or commonly known in the educational fleld as the syllabus or curriculum simply because special laws have been added that were not included at the time when this was created. To name a few, these are Republic Act 9851 and Republic Acl9745 or the Anti-Tofture Act of 2009. And more impoftantly the Rome Statute of the lnternational Criminal Law Court which was ratified very recently and hence was not included in this curriculum. ln order to make this more comprehensive during the education and training of the individual soldier, we are now including this as part of the activity.
