ix. Basic rights of drug offenders
Participants raised the issue of drug offenders’ right to vote and
ex-drug offenders’ right to employment. In response to the former,

individual, including prisoners and those who convicted of drug
offences, has the right to vote. However, in the absence of a proper
mechanism and for security reasons, they were not allowed to leave
their cells to cast their votes.
