The Constitutions was originally adopted by Forum Councillors at the 6th Annual Meeting of the
Asia Pacific Forum of National Human Rights Institutions in Colombo Sri Lanka on 24 September 2001.

The Constitution was initially amended at the 18th Annual Meeting of the Asia Pacific Forum of
National Human Rights Institutions in Doha, Qatar on 1 October 2013. Amendments addressed provisions
dealing with categories of membership and changes to membership status in Articles 11 and 12.

The Constitution was subsequently amended at the Meeting of the Asia Pacific Forum of National
Human Rights Institutions in Geneva, Switzerland on 21 March 2016. Amendments clarify the existing
objects and functions of the APF, minor consequential changes, as well as good practice provisions under
Australian corporations law. Amended articles include: 2, 8, 9, 10, 20 and 21.
4.
The Constitution was further amended at the 22nd Annual Meeting of the Asia Pacific Forum of
National Human Rights Institutions in Bangkok, Thailand on 1 December 2017. Amendments clarify the
APF Forum governance structure.
