. o o . o o o . . o o The suppression of all forms of traffic in women and exploitation of prostitution of women; The inclusion of education and information on the prohibition against torture in the training of law enforcement personnel, civil or military, medical personnel, public officials and other persons involved in custody, interrogation or treatment of any individual subjected to any form of arrest, detention or imprisonment; Prompt and impartial investigation of any act of torture; The protection of children from all forms of physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse; Alternative care for children temporarily or permanently deprived of their family environment; Provision of adequate nutritious food and clean drinking-water; Sound, equitable and humane conditions of international migration of workers and their families; Appropriate services to deal with questions concerning international migration; Research and development, promotion of availability and use of new technologies, including information and communications technologies, mobility aids, devices and assistive technologies, suitable for persons with disabilities; Training in human rights of professionals and staff working with persons with disabilities; and Effective public awareness campaigns designed to nurture receptiveness to the rights of persons with disabilities. By ratifying the major human rights international instruments, the Philippines also agreed to subiect itself to scrutiny by the international community on its human rights record. The Philippines has, on several occasions over the past years, been examined by the different treaty monitoring bodies, who have issued specific recommendations regarding what the country should spend on to realize human rights (see Annex 7, Norms of Erpenditure to Meet Phitippine Treaty Obligation$. The United Nations Committee on Economic, Social and Cultural Rights (2008) recommended: o o o lncreased national spending on social services such as housing, health and education to progressively realize economic, social and cultural rights; The allocation of sufficient funds to implement the poverty eradication strategy and ensure full integration of economic, social and cultural rights in the strategy; and The allocation of sufficient funds to realize programs aimed at providing security of tenure and atfordable housing especially for those most vulnerable. The United Nations Committee against Torture (2009) recommended: o . o lncreased budgetary allocations to develop and renovate infrastructure of prisons and other detention facilities; High priority be given to funding the Witness Protection Programme and ensuring its effectives; and The allocation of sufficient financial resources to ensure etfective implementation of the AntiViolence Against Women and Children Act. 67
