4. In-person Complaints
Article 31 of the National Human Rights Commission Act guarantees prisoners and
patients in institutional care facilities the right to personally file complaints to
commissioners or staff of the Commission in writing or orally. By the end of December
2011, 36,908 out of 37,109 in-person complaints filed from prisoners or institutional group
care facilities have been closed, with 201 remain pending. Of the closed cases, 27.3% or
10,077 cases were received as formal complaints, with 49.6% or 18,321 cases closed
during counseling sessions and 23.1% or 8,510 cases withdrawn by complainants.
