4) A Korean example of non-State-based grievance mechanism is a grievance system
based on the Act on the Promotion of Worker Participation and Cooperation. In
order for such a system to be effectively operated as remedy for human rights
abuses by business enterprises, support from the government is needed to provide
human rights victims with easy access to remedy.
C. Recommended content for NAPs
1) Goal
To provide support for better access to non-state-based grievance mechanisms
2) Direction of national policy
ⅰ. The government recognizes the need for non-state-based grievance mechanisms
and plays a role as a facilitator for those mechanisms to be effectively
operated.
ⅱ. The government takes measures that the non-state-based grievance mechanisms
would meet the characteristics of non-judicial grievance mechanisms as
suggested by the UNGPs.
3) Core tasks
ⅰ. The government provides support for individual enterprise to faithfully
operate its grievance mechanism for human rights victims.
ⅱ. The government provides institutional supports for the establishment of
various types of grievance mechanisms.
ⅲ. The government widely publicizes international grievance mechanisms such as
the ILO procedure.
