18 • • DILG Memorandum Circular No. 2018-147105 and 2021-051106: Guidelines on the conduct of the Fisheries Compliance Audit o For reinforcement of the responsibility of the LGUs in the compliance of 2018-59 DILG Memorandum Circular No. 2020-121107: Directing LGUs to support to implementation of Fisheries Management Areas (FMAs) o Directed all local government unites to participate and support the Department of Agriculture-Bureau of Fisheries and Aquatic Resoruces (DA-BFAR) roll-out on the establishment of FMAs The Fisheries Compliance Audit (FishCA), a tool developed and utilized by the DILG since 2018 to assess the level compliance of LGUs to the provisions of the Fisheries Code. 108 It is a self-audit tool that emphasizes the enabling institutional mechanisms that will allow LGUs to perform their functions better in the management of municipal waters. Mr. Matorres also shared the streamlined indicators used to assess 947 coastal LGUs across the country (Figure 5). The bureau is still finalizing the FishCA 2020 report. Figure 5. Streamlined Indicators of FishCA With regards to municipal water delineation, the number of LGUs with delineated waters increased from 332 in 2019 to 415 in 2021 (Table 1). Region V recorded the greatest number of compliant LGUs at 68 followed by Region VII and VI at 65 and 58 respectively. The data was a self-assessment done by the LGUs so the bureau conducted field validation to confirm the submitted information.
