On the other hand, recommended policy positions include:
1. The implementation of a national minimum wage
2. Work towards the achievement of a living wage
3. Ensuring the security of tenure
4. The prohibition of piece rate or "arawan" labor
Many of these suggestions already echo the policy recommendations outlined in
papers such as the CESCR's concluding observations on the combined fifth and
sixth periodic reports on the Philippines and the ILS' study on the gap between ILO
C81 and the LLCS. These recommendations are provided below:
For OSH Standards:
1. Alignment of existing OSH standards in accordance with international
standards.
2. Deputization of Trade Union representatives to aid in the conduct of labor
inspections.
3. The passage of an LLCS Bill with specific provisions for penalties, and the
like.
Proposed Policy Reforms:
1. Put an end to widespread contractual "endo" work arrangements with the
view of instituting security of tenure as the norm in employment.
2. Strengthen the mandate and capacity of the country's labor inspection
system.
3. Review the Wage Rationalization Act of 1989 towards the re-institution of a
national minimum wage.
4. Strengthen tripartism in the country by improving worker's representation
and capacity to intervene in the wage-setting process.
5. Improve the support and provision of universal social security schemes,
especially for those that lose employment in times of calamities or health
emergencies
6. Explore the expansion of public employment programs as a way to
guarantee job security and economic growth—especially in crisis situations.
