34 to aid re-employment, increasing the amount of financial assistance provided, and looking into text messaging as a platform for communicating with workers.39 Another assessment by the Congressional Policy and Budget Research Department in August 2020 identified several problem areas in the distribution of the social amelioration program (SAP) which include the following: 1. Identification of eligible beneficiaries 2. Downloading of funds to program implementation conduits and 3. Distribution of the emergency subsidy to eligible beneficiaries.40 In a similar vein, a study by the Sentro ng mga Nagkakaisa at Progresibong Manggagawa on the effectiveness of the social amelioration program (a component of Bayanihan's emergency subsidy program) demonstrated the prominent role played by "street-level bureaucrats" (Barangay officials and representatives) in the selection and approval of beneficiaries.41 Poor Labor Standards in Manufacturing The absence of job security for large sections of the Philippine workforce is one of the biggest reasons for the State of labor standards in the country. With up to 75% of Filipino workers in the informal economy (based on the periodic reports of the CESCR), casualization of work leaves millions outside of the protection of labor laws, depriving them of the means to assert their rights through collective bargaining and organization. Here, the policy of contractualization serves as one of the biggest hurdles to enjoying social protection and decent work. The fact that the respondents noted widespread violations of labor and OSH standards—especially at the height of the ECQ—demonstrates that without job security, decent employment, access to social security, and the proper implementation of labor standards, labor rights and decent work are simply out of reach of Filipino workers.
