Chapter 3 - Report of the Research and Policy Development Group The Commission is of the view that knowledge on HIV/AIDS is pertinent in addressing issues related to stigma and discrimination toward People Living with HIV and AIDS (PLHIV). ii. It was suggested that the Government develop a specific strategic plan for Sabah and Sarawak due to geographical factors and the lack of infrastructure. In addition, it was suggested that the Government build shelter homes equipped with adequate facilities as well as medical practitioners to assist PLHIV. iii. The participants were of the view that there should be a smart and strategic approach in addressing HIV transmission through unprotected sex as currently the trend of HIV transmission has shifted from Injecting Drug Use (IDU) to sexual transmission including heterosexual and homosexual modes. The most at risk populations (MARPS) are mainly women and young children. In relation thereto, it was agreed that awareness on sexual reproductive health among women and young children is crucial in order to address the problem.
