Chapter 1 - Report of the Education and Public Relations Group Among the key issues discussed in this session were those pertaining to deaths in police custody, arrests and detention by the authorities, the Commission’s findings based on its periodic visits to places of detention, the welfare of children in detention centres, human trafficking, monitoring of public assemblies, the Commission’s public inquiries into BERSIH incidents, human rights and business, Malaysia’s implementation of its treaty obligations under the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) and the Convention on the Rights of the Child (CRC), accession to core human rights treaties, review of laws, the Universal Periodic Review (UPR), the National Human Rights Action Plan (NHRAP), proposed amendments to the SUHAKAM Act, invitations to UN Special Mandate Holders, the resolution on NHRIs, the Commonwealth Forum of NHRIs (CFNHRI) and the ASEAN Inter-Governmental Commission for Human Rights (AICHR). The second session was attended by 10 participants, comprising representatives from the Ministry of Education, Pahang Islamic Religious Department, Kedah Islamic Religious Department, Perak Islamic Religious Department and the Ministry of Human Resources. Among the key issues discussed were those pertaining to Sekolah Agama Rakyat (SAR), Special Education Schools and the Special Education Integration Programme (SEIP). Pending a full parliamentary debate on its Annual Reports, the Commission deems such dialogue sessions as a useful way for it to bring to the attention of the Government the key issues and recommendations raised in its Annual Reports. 2. THE HUMAN RIGHTS AWARDS 2014 On 9 September, to commemorate its fourteenth year of establishment, the Commission held a ceremony to honour the eight winners of its 2014 Human Rights Awards for their outstanding contributions in various fields of human rights in Malaysia. (a) Nominations The Commission received a total of 32 nominations across five categories: 28 • The Individual Awards are presented to an individual (over the age of 21) and a youth (up to the age of 21) who has demonstrated significant achievements in serving the cause of human rights in the community on a pro bono basis. • The Organisation/Group Awards are presented to a registered non-profit organisation and a non-registered advocacy group that has demonstrated significant achievements in serving the cause of human rights in the community on a pro bono basis. • The Media Awards, presented to individuals and/or agencies from the Malaysian print, online and broadcast media that have published or produced significant human rights reports/documentaries/programmes. • The Government Award, presented to a Malaysian government agency or statutory body
