Nepal – Implementation of Right to Defend Rights Tool The National Human Rights Commission of Nepal (NHRC) aimed to implement the R2DRT to monitor and support HRDs across the country systematically. This project created a comprehensive database that documents the realities faced by HRDs, strengthening the NHRC’s ability to provide data-driven recommendations and advocate for a safer and more enabling environment for HRDs in Nepal. Expected Outcomes • Stronger legal protections: Evidence-based recommendations to the government to enhance policies safeguarding HRDs. • Improved safety for HRDs: Reduction in threats, harassment, and attacks through better reporting and response mechanisms. • Enhanced public and institutional awareness: Greater recognition of HRDs’ roles and challenges, leading to increased support. • Robust data collection and monitoring: A structured approach to tracking HRDrelated issues, informing policy and advocacy efforts. • Gender-inclusive approach: Particular focus on the challenges faced by WHRDs to ensure their protection and participation. The project will empower the NHRC to systematically monitor HRD rights, strengthen legal protections, and ensure Nepal’s human rights landscape becomes more inclusive and secure. The database will serve as a vital tool for holding authorities accountable, guiding policy reforms, and supporting the critical work of HRDs nationwide. Support to establish NHRIs As part of its commitments under the Regional Action Plan, the APF continues to support the establishment of NHRIs across our region in compliance with the Paris Principles. During this reporting period, the APF provided legal and policy advice to several institutions and governments. As a result, the NHRIs of Pakistan and Uzbekistan were accredited by GANHRI and officially welcomed as APF members in September 2024. Since the launch of the Regional Action Plan, three NHRIs have achieved GANHRI accreditation. APF Human Rights Defenders Working Group: Annual Report 2024-25 21
