2.9.3 A person was arrested for attempting to set fire to the fuel bowser at Rambukkana One person was arrested in connection with the alleged attempt to set fire to fuel bowser in Rambukkana during the protest in Rambukkana on 19 April. A video had been circulated on social media allegedly depicting the same man wearing a green T-shirt, and he could be seen crossing the railway tracks and throwing something in front of the fuel bowser and leaving the scene while the protest was ongoing.83 2.10 Developments on 27 April 2022 2.10.1 Kegalle Magistrate directs IGP to arrest police personnel involved in Rambukkana shooting The Kegalle Magistrate had held that the Rambukkana death was a result of the shooting and ordered the police personnel who had undertaken the shooting to be arrested and produced in court.84 According to a lawyer who was present at the court proceedings, an order was also made by the Magistrate, in response to an application made by the legal team to: i. Obtain telephones (official and private), and the telephone records of SSP Keerthiratne and obtain conversation recordings from the service providers. It had been already revealed that only the police were in possession of firearms and the SSP Keerthiratne had ordered the shooting. ii. Obtain the medico legal records of all persons who had suffered gunshot injuries iii. Produce the blood stained clothes worn by persons who were shot at the scene, including the deceased iv. Submit further B reports on injured persons v. Reports on which police officers had released the petrol bowser that had been interfered with. vi.
