Key opinions expressed A. ‌Opinion on the incident involving a farmer activist struck by police water cannon Regarding the November 2015 incident where, a farmer-activist, Baek Nam-gi was struck by police water cannon during a massive anti-government demonstration, the Commission presented its opinion on 30 August to the Commissioner General of the National Police Agency. Given the gravity of the case, it recommended that fundamental measures be established, including inspection of sprinkler truck employment and enhancement of safety precautions. It also urged the Prosecutor General to initiate an early investigation of the case. In 2008 and 2012, the Commission had recommended the Commissioner General of the National Police Agency to clarify the criteria for use of sprinkler trucks in ministerial and above ordinances. However, this request was rejected on the grounds that sprinkler trucks were being used safely in accordance with the Sprinkler Truck Employment Guidelines. B. ‌Opinion on the proposed amendment to the Medical Treatment and Custody Act On 12 October, the Commission issued an opinion on the proposed amendment to the Medical Treatment and Custody Act announced for legislation on 29 August.
