As indicated by Table 2-3-1, the Commission received 6,457 complaints on civil rights
violations in 2010, an increase by 1,175 (22.2%) from the previous year. The total number
of complaints on civil rights violations from the inauguration of the Commission to the end
of 2010 stood at 39,733. By type of organization, out of 39,733 complaints received,
topping the list with 15,838 cases were complaints related to detention centers, accounting
for 39.9%; followed by police-related cases with 9,004 (22.7%); and then complaints
