GENDER MAINSTREAMING EVALUATION FINDINGS Outcome indicator Gender mainstreaming Performance rating On track The APF has adopted a gender policy, established a gender focal point, and is progressively mainstreaming gender across its objectives. For the third year members were asked to rate the APF’s efforts at mainstreaming gender into its operations. A median response of 4 out of 5 or above over the last three years, indicates an ongoing high degree of satisfaction with this initiative. The average ratio of males to females at the level of Commissioner, senior staff and junior staff for the 14 members who have responded is shown in Figure 14.2 On average, there is slightly higher proportion of men overall except in junior staff. The results this year show a slight decrease in women serving as commissioners, on average, although it is not possible to say whether this is a trend or annual variation at this point. It is important to note that there is significant variation in the gender balance across the membership, with South East Asian and Pacific members having a preponderance of females in senior and junior staff roles and West and South Asian members having a higher proportion of males in commissioner, senior and junior staff roles. The rollout of gender across all strategic objectives has required a step-by-step approach to ensure that the appropriate shifts in organisational culture and planning are sustainable into the future. 2 Averages of the gender distributions reported by members responding to the survey each year (14 of 18 in 2012, 16 of 19 in 2013 and 14 of 21 in 2014). 5.
