Annual Report 2013–2014 The APF advocates for its members participation in international and regional mechanisms. The APF does this by promoting joint APF member policy positions and ensuring that NHRIs are effectively recognised in these mechanisms. During 2013–14, the APF provided a strong and consistent voice for the region, influencing international mechanisms on behalf of its member institutions. 4.1. INTERNATIONAL MECHANISMS EVALUATION FINDINGS Outcome indicator Influencing Performance rating On track The APF, with its member institutions and other partner organisations, seeks to support and engage with the various human rights protection systems internationally and across the region. International Coordinating Committee of NHRIs From 8-12 July 2013 and 9-16 June 2014, the APF participated in the annual ICC-UNDP-OHCHR tripartite review meetings. The focus of the meetings were: progressing the worldwide roll-out of the capacity assessment methodologies of the Asia Pacific and African regions; the potential development of a multi-partner trust fund; and business and human rights. From 25-26 November 2013, NHRIs representing all four regions of the world met in Accra, Ghana for the ICC Bureau to map out a three-year strategy to guide the direction and activities of the ICC. The meeting was hosted by Ghana’s Commission on Human Rights and Administrative Justice. The ICC’s strategic plan sets out a range of initiatives to build cooperation and promote information sharing between NHRIs and to support them to engage effectively with the international human rights system. The 16-member ICC Bureau comprises representatives of four NHRIs from each of the four global regions: Africa, Americas, Asia Pacific and Europe. The Asia Pacific region was represented by the NHRIs of Qatar, Thailand, Malaysia and Korea. The APF secretariat also attended the meeting. Along with the other regions, the Asia Pacific NHRIs presented an overview of developments that have taken place over the past year, including outcomes from the 18th APF Annual Meeting and Biennial Conference, growing APF membership, APF initiatives to establish and strengthen new NHRIs, and NHRI efforts at the national level to advance the rights of women and girls. From 12-14 March 2014, the APF and its members attended the 27th ICC General Meeting. The meeting examined four key themes: • the participation of NHRIs in the second cycle of the Universal Periodic Review (UPR), including sharing examples of good practice • the accreditation process for NHRIs and the international standards and ICC General Observations for the establishment and functioning of independent NHRIs • the 2012 Belgrade Principles on cooperation between NHRIs and parliaments, and • the development of national action plans on human rights. 4.
