departmental bodies can administer and oversee the services that
have a local character and are within their area.
b. The State shall direct public welfare institutions for the public
good in a manner consistent with general State policy and the
interest of its citizens.

National Assembly
Article 51
The National Assembly consists of two Councils: the Consultative
Council and the Council of Deputies.

The Consultative Council
Article 52 (Amended)
The Consultative Council consists of forty members who are duly
appointed by virtue of a Royal Order as per the procedures,
regulations and parameters set forth by a Royal Order. 3
Article 53 (Amended)
Any member of the Consultative Council must be a Bahraini
national; hence must have been neutralized as a Bahraini national
for not less than ten years, and does not hold any other nationality
except that of a GCC member state provided that the Bahraini
nationality is his origin, enjoys all political and civil rights, and his
name is included in any of the electoral registers, must not be less
than a full thirty five years of age by the Gregorian Calendar on the
day of appointment, and must be experienced or have rendered
distinguished services to the Nation.4
