Refrain from publishing political newsletters, articles or supplements at the expense of the Government or Government institutions. 07. Refrain from inviting voters or state officers alone or in groups to private or official residences and entertaining them. 08. Refrain from making promises of financial assistance, laying of foundation stones for projects or proposals, promising to supply water and electricity services, appointments to posts outside the approved schemes of recruitment with the aim of attracting votes to the party. 09. Refrain from violating election laws and from causing any obstruction to inquiries made by law enforcement authorities. They should be permitted to act independently without any interference. 10. Not make use of the media to make false allegations about rival parties and their activities and not prevent the aggrieved parties the right to reply. 11.
