terms and provisions of the comprehensive International Convention
on the Rights of Persons with Disability, which was in its final stage
for approval and dissemination to the public.
3. In 2009, new instructions and regulations for licensing social centers
and institutions in the voluntary and private sectors were developed.
4. In 2010, the (HCAPD) completed developing accreditation and
quality standards for special education institutions and programs in
Jordan.
5. The national fund for supporting persons with disabilities was drafted
in its final version.
6. The issuance of the Jordanian code for construction requirements for
persons with disabilities a year ago is considered an achievement and
enhancement to the rights of persons with disabilities to help meet
their needs.
We refer to the main outputs and characteristics of the current Law No.
31 of 2007:
1. Establishing a Higher Council for the Affairs of Persons with
Disabilities to be responsible for Laying down policies pertaining to
persons with disabilities, revising them and following up their
implementation, as well as achieving coordination and integration
with the parties concerned.
2. Conferring the rights concept of disability rather than the care concept
in order to move persons with disabilities from the shell of isolation,
which is confined with the individual dimension and the provision of
the special needs of each individual independently, to the collective
