Health and psychological services for persons with disabilities are available in various reform and habilitation centers in the Kingdom. 3. Medical hearing aids for inmates with hearing disabilities are available, in cooperation with the Ministry of Health, in addition to the provision of wheelchairs for persons with physical disabilities, in cooperation and coordination with the Public Security Directorate. Fifth: Equal Recognition of persons with disabilities before the law: The provisions of civil law apply to the issues addressed by the texts. However, if the court does not find a text in the provisions of this law, it will rely on the Islamic jurisprudence and principles of Islamic Sharia'. As for the meaning of legal capacity, according to national legislation in force, it is the character estimated by the legislator for the human being to be qualified for rights granted and duties imposed, as well as the validation of his/ her behaviors. It is of two types:1. Obligation Capacity: the validity of human beings to be qualified for rights granted and duties imposed. This validity is proved to be in place as soon as life exists. Hence, whenever life exists, obligation capacity exists, no matter young or old or of sound mind or insane a human being is. 2. Performance Capacity: the validity of human beings to behave in a manner legally acceptable to claim and be claimed for the implications of the contract agreed upon.
