Despite the claims of some that the Law does not touch on the issue of supporting civil society institutions concerned with disability in order to manifest their role properly, the interest by the Law in its articles to establish a fund to support institutions and programs of this sector constitutes the greatest proof of the degree of attention paid to civil society institutions and the provision of stable funding to them. Chapter Two Civil and Political Rights First: The Right of Access to Justice and the Facilities Available: Each person, with a disability or not and whether a Jordanian or residing on the territory of Jordan, has the right to litigation. However, many courts, if not most of them, are not ready for use by persons with disabilities, especially physical disabilities, due to the lack of special corridors or elevators in many courts to be used by them. As for the hearing disabilities, Article (81) of the Civil Procedural Law No. 24 of 1988 provides for testifying through sign language and accepting the swearing oath of such. The same thing can be said about the Civil Law No. (43) of 1976, which included in the text of Article (81) the same context, as it stipulates the presence of sign language interpreters in the courts whenever there is a person with a hearing disability.
