In addition to receiving written public complaints, Komnas HAM RI also serves consultation requests for noncase complaints from the public. The Commission received 655 non-case complaint consultations throughout 2023. The consultation materials re- ceived by the Commission are not always related to incidents of alleged human rights violations. The Commission also received complaints for procedures, authority of the Commission, as well as other services provided by the Commission. Figure 4.4. The issue of ignoring the rights of vulnerable and marginalized groups is the human rights issue that is most frequently consulted on by the Com- mission.
