Government to coordinate and
collaborate in the fulfilment and
protection of the rights of people
with disabilities, including through
the National Action Plan for Persons with Disabilities.
Implementation of the UPR recommendations is a form of commitment and responsibility of the
Government of Indonesia as a
Member of the UN Human Rights
Council.
The Sustainable Development
Goals (SDGs) team conducted a
study of the implementation of the
SDGs and their links with human
rights under the theme “Rebuilding Better: Fulfilling Employment
Rights for Marginal Groups in Indonesia.” The aim of the review is expected to incite recommendations
to the Government to:
a. Enhance the promotion and
protection of the right to work
The study identified the
protection and fulfillment
of the right to work and
decent work as closely
related to the realization
of the targets of the SDGs
points 8.5-8.8. All the violation of the right to work
and the right to decent
work faced by such marginal groups boil down to
structural faults, namely:
and decent work for migrant
workers, domestic workers and
precarious workers;
b. Follow up on the recommendations of the Fourth Cycle of
UPR Indonesia.
c. Become a material for broader
policy dialogue in applying a
human rights-based approach
to realizing the Sustainable Development Goals (SDGs).
Based on the purpose of the study,
the scope of the study includes 2
dimensions:
a. Standards of the right to work
and the analysis of main issues
of the right to work and decent
work for migrant workers, domestic workers, and precarious
workers in Indonesia;
b. Providing
recommendations
for the Government to address
these issues as a follow-up to
the Government’s UPR Reporting in the fourth cycle.
1. The access to protection and the protection mechanisms
for vulnerable group
workers are still minimal;
2. The absence of policies as the bases of
legal protection and
institutional development that are truly
effective to provide
protection for workers of vulnerable
groups;
3. Legal loopholes providing
recognition
and protection of the
right to employment
and decent employment for vulnerable
group workers
