The Reconsolidation of Ideas and The Strengthening of Institutions All activities throughout 2023 can be placed as a part of efforts to understand the unique position of the Commission in human rights governance at the national and global levels. This unique position strengthens the potential role of the Commission as a liaison in integrating human rights in the national context. At the same time, the Commission can also strengthen relations between the state actors and the non-state actors to exchange ideas in developing policies with a human rights dimension. to reconsolidate ideas and strengthen institutions, both at the national office and at the Representative Secretariat of Komnas HAM RI through: (1) filling structural positions with competency according to organizational needs; (2) preparing a number of policies to provide a safe work environment; (3) increasing staff capacity; (4) strengthening institutional governance to increase accountability and transparency; (5) network development and expansion of cooperation. These efforts to reconsolidate ideas and strengthen institutions leads to interpreting the mandates of the Commission which continues to face new human rights challenges. Komnas HAM RI continues to strive Based on the dynamics of new human rights challenges, the Commission tries to consolidate ideas and at the same time strengthens the institutional capacity to reach out to corporations as important agents in human rights gov- 14 ernance. The preparation of the SNP on Business and Human Rights is an important lesson that the mandate of the Commission must also reach corporations. Corporations have paradoxical power because they can both strengthen and reduce human rights. Although the formal mandate of the Commission strengthens the role of state actors, it has subsequently been reinterpreted to reach out and partner with the non-state actors, especially corporations.
