To break down their school dropout rate by school level, the 2008 educational statistical data show that the rate is higher at the higher level of school: 1.4% in elementary schools; 9.0% in junior high schools; and 14.2% in senior high schools. School dropouts 83. The numbers of school dropouts who have failed to adapt themselves to the school life and dropped out of school were 15,669 (0.8%) in junior high schools and 23,567 (1.3%) in senior high schools in 2005. Every year sees more than 30,000 school dropouts. However, only 2,872 persons (about 10% of annual dropouts) can be accepted by the authorized alternative schools now. 2) Questions 84. Does the Government have a systematic database on the right to education of the vulnerable groups of children, such as student athletes, child entertainers, child single mothers, displaced North Korean children and school dropouts? In addition, what actions has the Government taken to guarantee and promote their right to education? 3. Leisure and recreational facilities and their safety Leisure facilities for younger children 1) Current situation 85. The youth-specific training facilities which are available to the children aged 9 or older have been governed by the Youth Activities Promotion Act. For this reason, the equipment and installments of the youth-specific training facilities are often unsuitable or even dangerous to the children under the age of 9: for example, the chairs are too high and the swimming pools are too deep for them. Moreover, there are not sufficient legal requirements or safety criteria on the activity facilities for younger children. There are only a few of leisure and recreational facilities for younger children that take into account their developmental characteristics. Concerns have been also raised about the safety of the playgrounds where younger children spend much of their time. 2) Questions 86. Does the Government have a plan to draw up a set of criteria on the leisure and recreational facilities that take into account the developmental characteristics of younger children?
