through a disciplinary procedure for having given out fliers at school (in 2008); a student in class was taken for investigation without prior consent of his parents or advance notice (in 2008); a student was expelled from school for having written and given out the fliers calling for liberalization of the hair code, without being given a chance to express his opinion on what he had done (in 2005); and a student was forbidden to run for the chairman of the student council, on the ground that he had been engaged in the activity to revise the school regulations (in 2009). 2) Questions 32. What is the reason that the children's freedoms of expression, association, and privacy are not fully protected at school? What measures could be undertaken to address this problem? 2. Freedom of religion 1) Current situation 33. In reality, the schools established by religious foundations require the students to join the religious activities at school, but the Government has not taken sufficient actions to resolve this problem. The same can be said about other institutions established by religious foundations. According to "The 2010 Survey on the Situation of Human Rights in Child Welfare Facilities" conducted by NHRCK, 47.1% of the childcare facilities and 74.3% of the institutions for children's protection and treatment require the children to participate in religious activities, and 8.3% of the children in the childcare centers and 10.8% of the children in the institutions for children's protection and treatment replied that they had been victimized for not having joined a religious activity. 34. More considerations must be made for religious minorities. For instance, the children who do not eat certain foods for a religious reason (e.g. pork) have some trouble in eating school meals, and the Muslim children find it difficult to offer a prayer at a particular time at school or kindergarten. 2) Questions 35. What is the reasons that the schools and other institutions which are established by religious foundations have not developed alternative programs to guarantee the children's freedom of religion? What measures could be undertaken to improve the situation?
