The number of toilets and shower facilities is insufficient (in some rooms, the number of inmates reaches 14, with only one toilet with shower facility in the same place). Toilets are inadequate for the use of persons with disabilities or special needs. Due to the nature of the building, the windows are not wide enough to let in natural light and allow for adequate ventilation in the building. The CRC suffers from the difficulty of maintaining its facilities due to the nature of the building, which constitutes an inappropriate living condition for inmates. In addition, the recreational space is insufficient for the number of inmates and the infrastructure doesn’t meet the accommodation requirements for inmates with disabilities. • Service facilities: The Jenin CRC complies in a weakly with international standards due to the nature and quality of its service facilities. There are a number of facilities for vocational rehabilitation, but they are not operational. There is a library, but it has no books for persons with disabilities and is inadequate for their needs. The infrastructure of all of the service facilities is not equipped to meet the needs of persons with disabilities. The medical devices in the medical clinic need maintenance in addition to the need for some necessary medical devices that are not available there. • Juvenile detention center: The Jenin CRC complies well with the international standards for juvenile detention. Detained juveniles are placed away from adults in separate sections. Records of juvenile delinquents are kept in complete confidentiality and are not available for others. Juveniles receive social, educational, professional and psychological care and protection. In addition, there are clear policies for fostering juveniles’ bonds with their families. However, there is no sufficient coordination with local educational institutions to follow up on the education of detained juveniles, and there are no special programs for integrating the juveniles with disabilities into the society after their release.
