However, inmates are not distributed on the basis of their ability to coexist due to the overcrowding the CRC is suffering from. The CRC’s management respects the freedom to practice religious rituals and allows inmates to communicate with their families and friends regularly. Inmates receive news regularly through daily newspapers and television stations. In addition, cleaning materials are provided for the sanitary facilities which are cleaned by the inmates themselves. The staff of the CRC monitors inmates (only) in terms of washing and changing their clothes and underwear to ensure their physical cleanliness but they don’t oblige them to do so. Work is not compulsory in the center, but is a privilege granted to some categories of inmates based on their compliance with the required rules of behavior and good conduct inside the CRC. In Bethlehem CRC, sentenced inmates are not separated from detainees, and those imprisoned for civil reasons, including debts, are not separated from those imprisoned for criminal offenses due to the overcrowding the CRC is suffering from. • Visitors: Bethlehem CRC complies in an excellent manner with international standards regarding the procedures for visiting inmates by their families and friends on a regular basis agreed upon in advance. • Infrastructure of inmates’ rooms and accommodation facilities: Bethlehem CRC complies in a weak manner with the international standards regarding the infrastructure and inmates’ accommodation facilities due to the conditions of the building and its overcrowding with an occupancy rate of 129%. The living space inside the CRC is considered inadequate according to international standards. The rooms are inadequate for the accommodation of inmates in terms of the minimum space per each inmate and there is no single bed for each inmate according to international standards. The rooms are inadequate for the accommodation of inmates with disabilities. The number of toilets and shower facilities is insufficient (in some rooms, the number of inmates is 19, with only one toilet and shower facility in the same place). Toilets are inadequate for the use of persons with disabilities or special needs. Due to the nature of the building, there are no windows in most of the accommodation facilities, which prevents the availability of natural lighting and adequate ventilation.
