Report on the Assessment of the Compliance of the Correction and Rehabilitation
Centers in Palestine with International Prison Standards
In 2015, work has begun on the establishment of Jenin CRC to cover
the northern West Bank. During the same year, the Bethlehem CRC was
restored and repaired. Despite that restoration, the Bethlehem CRC continued to suffer from many problems that makes it not suited to be a place
for temporary detaining people let alone holding them under arrest for long
periods..
During 2017, a number of developments were made in the field of
CRCs, which are summarized as follows. The situation remained as is
during 2018 without any change1:
•
The building of a CRC in the Jenin governorate was completed from
a construction point of view. Work is underway to complete the construction of and furnish warehouses for the CRC, increase the electricity capacity, and connect the CRC to a main water line.

The construction of the Nablus CRC has been completed. It is awaiting
the necessary furnishing.
•
Designs for building plans for a CRC in the Hebron governorate were
approved and work is underway to start the construction process.
•
A plot of land has been allocated in the Qalqilya governorate to build a
new CRC and work is underway to complete the procedures.
•
Plans for building the Correction and Rehabilitation Centers Department Training Institute, with the aim of developing and building the
capacities of the staff of the Correction and Rehabilitation Centers Department (CRCD), have been completed.
•
200 new personnel have been recruited to boost the number of staff at
